AoE Scatter Question - Guild Wars Forums

I know the new update reduced the effect of AoE scatter in Normal mode. However, during a Fissure of Woe run, I was running a Echo SH ele build. AS soon as one pulse of SH heat a grp of Shadow Warriors, they scattered. I used this build before the scatter update and took 3 puleses of SH to cause scatter (as the AoE scatter description said it would).

Can anyone explain this?

*In both situation, there was only one AoE skill being used (I was only nuker).
